NewsConstella Futures Releases "Short-Term Technical Support for HIV and AIDS Programs - A Good Practice Guide"
June 19Constella Futures has released a detailed, practical guide it developed based on lessons learned from the Kenya HIV/AIDS Prevention and Care (HAPAC)* program the business unit supports. The guide shares best practices around using short-term technical support to advance a program. Short-term technical support is a major component of development cooperation with many lower-income countries. It refers to external technical expertise used to provide services and capacity building to help tackle bottlenecks that can limit the advancement of a program’s goals and objectives. There is, however, a risk that technical support can, on occasions, fail to produce the desired results. The limitations are said to include undermining local ownership or being inappropriate and over-complicated for the circumstances. Short-term consultancy inputs through HAPAC to national government and non-governmental organizations have been an important contribution to the national response to HIV and AIDS in Kenya. This guide is important as it draws on real experiences from the HAPAC project and details the critical success factors for each stage of a technical support program.
