Kenya HIV/AIDS Prevention and Care Project

HIV/AIDS was declared a national disaster and public health emergency in Kenya in 1999. In response, the Government of Kenya established two key institutions – the National AIDS Control Council (NACC) and the Ministry of Health National AIDS and STD Control Programme (NASCOP) to oversee all AIDS matters.

Constella Futures (formerly Futures Group) has been managing the DFID-funded HIV/AIDS Prevention and Care (HAPAC) project since 1997. Now in its third phase, the overall goal of the project is to prevent the spread of HIV and minimize its impact on Kenya society. The purpose is to strengthen the co-ordination and management of the national response by strengthening the capabilities of the National AIDS Control Council, and the National AIDS and STD Control Programme. Constella Futures is helping to build the capacity of these institutions to steward the implementation of all HIV services and donor projects that support Kenya's National AIDS Strategic Plan.

Using DFID's funds, Constella Futures also finances non-governmental organizations to implement essential HIV prevention, treatment and care programs, such as home-based care of AIDS patients, increasing access to voluntary counseling and testing services, and prevention activities among vulnerable groups.

Within the above framework, Constella Futures assistance consists of three main components:

  • Systems strengthening of the NACC, NASCOP, line ministries and nongovernmental organizations
  • Supporting targeted interventions to vulnerable groups
  • Supporting NACC to collaborate with government departments to mainstream the HIV response across sectors.

HAPAC3 is funded by the Department for International Development.
