Enabling HIV&AIDS, TB and Social Sector
Environment (ENHANSE)
Access to high-quality
health and education programs is a priority for the Nigerian
government. However, the legacy of successive corrupt military
governments has left Nigeria's
institutions weak and struggling to meet the demands of
a growing population with high expectation for greater economic
opportunities, better services, and a more responsive government.
The country has an HIV prevalence rate of more than 5%
and in a population exceeding 125 million this has the potential
to retard any economic and other progress that the country
can make.
The objective of the Enabling HIV&AIDS, TB and Social
Sector Environment (ENHANSE) project is to improve the national
policy environment for integrated health and education programs
in Nigeria. Constella Futures and its partners foster partnerships
with Nigerian government and civil groups as well as international
public and private sector organizations to implement this
five-year program. The Abuja-based ENHANSE technical team
works to facilitate an enabling environment to improve policies,
planning, and financing for health and education programs
by analysis of the evidence base and through increasing
the involvement of civil society in the policy and advocacy
processes.
ENHANSE relies on six primary strategies applied at
the national level in Nigeria:
- Broadening and strengthening political and popular
support for social sector, HIV/AIDS and TB services;
- Improving policies, plans and financing for social
sector, HIV/AIDS and TB services;
- Forming and strengthening Public-Private and Private-Private
Partnerships;
- Strengthening
capacity and improving performance of key national institutions
for policy development, planning, coordination and evaluation
of social sector, HIV/AIDS and TB programs;
- Ensuring that accurate,
up-to-date, and relevant information informs policy, planning
and management decisions of social sector, HIV/AIDS and
TB programs;
- Improving coordination of programs for
HIV/AIDS, TB, Malaria.
Under the auspices of USAID, Constella Futures leads the
five-year project in collaboration with the Academy for
Educational Development, Africare, Internews, John Hopkins
Center for Communication Programs, Pathfinder International,
and Action Aid. Apart from providing overall strategic and
technical leadership of the whole project, Constella Futures
also leads the monitoring and evaluation component in addition
to managing a grants program to civil society organizations
for capacity development, and develops strategic partnerships
with the private sector to further the objectives of the
project.
