Sarah C. Clark, Ph.D.

Sarah Clark is the Vice President and Director for the USAID | Health Policy
Initiative, within Constella Futures' Center for Policy and Advocacy, joining
the company in September 2007. In this role, Clark provides strategic direction
to the USAID | Health Policy Initiative project and oversees its technical,
operational, and financial management. The project has three major subcontractors,
approximately 50 US-based staff, close to 200 overseas staff, and is active
in 21 country or regional programs.
Clark has 30 years of experience in international population and family planning/reproductive
health. Before joining Constella Futures, she served eight years as director
of the Population Program for the David and Lucile Packard Foundation and was
part of the senior management team for the foundation. Previously, Clark worked
at USAID for more than 20 years, as a technical officer and manager, and then
as Deputy Director for the Office of Population. She also served four years
as health advisor at the regional office for West Africa and started reproductive
health programs in five countries. Clark ended her work in West Africa as the
USAID Mission Director in Togo, which was followed by a two-year stint as USAID
Deputy Mission Director in Haiti, where humanitarian assistance planning was
a major component of her work. Finally, she also served as the Deputy Executive
Secretary for the USAID Administrator from 1996 to 1998, before joining the
Packard Foundation. She has served as a consultant in international health
for the Hewlett Foundation, the World Bank and specialized agencies of the
United Nations.
Clark has a Ph.D. in Sociology from Brown University, and Master's and Bachelor's
degrees in Sociology from the University of Tennessee.
