Edward Abel, MPA
Vice President,
Business Development
As Vice President of Business Development for Constella Futures, Ed Abel provides
executive leadership for growing business in Constella’s international
development target markets and focus areas. He is also operationally responsible
for Constella Futures’ business development department and execution
of business development plans and marketing strategies.
With particular expertise in program management, policy analysis, strategic planning
and information use, Abel has worked for the past 27 years throughout Asia, Africa,
Latin America and the Middle East to successfully develop, adopt and implement
family planning, reproductive health and HIV/AIDS policies and quality services.
He has successfully obtained funding from the U.S. Agency for International Development,
UNICEF, the African Development Bank, and a number of private-sector clients.
Abel previously held the position of Senior Advisor for Data Demand and Information
Use (DDIU) for Futures Group (acquired by Constella in 2005) where he provided
overall leadership for DDIU initiatives on the MEASURE Evaluation project. He
was the primary, senior project spokesperson and advocate for DDIU within the
project and in discussions with USAID, the Office of the Global AIDS Coordinator,
and USAID missions and USG strategic information teams.
Prior to this role, Abel served as Director of Operations of the ESD project
for Pathfinder International, a five-year, $135 million USAID cooperative agreement
to increase utilization of quality reproductive health and family planning services
at the community-level among poor, at-risk and other underserved groups. He was
responsible for all administrative, financial and sub-grant systems in headquarters
and field offices.
During his first tenure with Futures Group, Abel held regional and country manager
positions supporting USAID’s POLICY Project. He has served as Asia/Near
East (ANE) Regional Manager where he was responsible for the management of POLICY
Project activities in countries throughout the ANE region, including Bangladesh,
Cambodia, Egypt, India, Indonesia, Jordan, Nepal, the Philippines and Viet Nam.
He assisted local counterparts (government and NGOs) to develop and implement
policies designed to improve the lives of persons living with HIV and AIDS, to
reduce the incidence of HIV/AIDs, and to reduce maternal morbidity and mortality.
He also served as Country Manager in Ghana and Egypt and Senior Policy Analyst
for the POLICY, RAPID and PROFILES Projects.
Abel holds a MPA in Public Administration from The Pennsylvania State University
and a BA, Political Science from Saint Vincent College. He has published numerous
papers and publications in international public health journals.
